With the approval of the All China Students'
Federation, an eight member delegation from the Guangdong
Provincial Federation of Students was to have visited Hong
Kong in February at the invitation of the Hong Kong Federation
of Students. This is believed to have been a reciprocal visit
for one made to Guangzhou by 72 members of the Hong Kong Federation in December 1980 (para 16, Decemebr 1980 Report). In the event the trip to Hong Kong was cancelled, apparently because of administrative difficulties in Beijing.

In what appears to be an effort to improve standards, Wen Wei Pao is sending selected senior journalists to Europe for a period of study. One who recently returned has been assigned to Beijing, thus becoming the paper's first "foreign'
correspondent.

The communist film industry's plans for rationalisation
by amalgamating its three production units, representing yet
another effort to pay its way, has been rejected. To add to
its difficulties, the First Director of the NCNA in Hong Kong
has refused to consider the disposal of the under-utilised Clearwater Bay studio site for redevelopment and relocation of the studio in Shenzhen (para 20, August 1980 Report), even though the studio has discharged two thirds of its staff in
the past year.
