The President, Vice-President and two other members of the

UK Federation of Hong Kong students returned to Hong Kong

in March to liaise with local student bodies and community

organisations. FUNG Kim Kea, the President, is a former

member of a leading pressure group, the Society for Community Organisation, and is thought likely to seek assistance from this body, as well as from the Hong Kong Federation of

Students.

IMMIGRATION

From China

30.

A total of 4625 legal immigrants arrived from China

without onward travel documents, a daily average of 149.

31.

The downward trend in illegal immigration which has

been taking place since the change in the "reached base" policy

last October has ceased. In March total arrests on first

arrival amounted to 965, a daily average of 31, as compared

with a daily figure of 15 in February. But towards the end

of the month the daily figures were rising well above this

level.

The reasons for the increase are the prevalence of

rumours in the border areas that the Hong Kong Government is

to re-introduce the "reached base" policy and grant a new

amnesty; the activities of the escape syndicates (including possibly one which organises departures by goods train from
