The six most senior CPR officials in Hong Kong (WANG Kuang, LI Jusheng, QI Feng, LUO Keming, LI Qixin and XIE Wenging) went separately to China on different dates during July. WANG Kuang and LI Jusheng, the First Secretary and his Deputy, have since returned. There had been a similar exodus two months earlier (para 1 April 1981 Report). It seems probable that most or all of them attended meetings of some importance in Reijing, possibly connected with major decisions recently taken there related to Special Economic
Zones, (see para 9).
Reorganisation in the NCNA

According to a secret report, the former, ineffective Economic Small Group within the NCNA has been superseded by an Economic Co-ordination Group headed by LUO Keming, Deputy Director in the NCNA, who will be assisted by YE Feng, Deputy Inspector-General of the Hong Kong branch of the Bank of China. The need for an authoritative body to oversee and rationalise the many conflicting Chinese financial and commercial activities which have been conducted in Hong Kong has been apparent for some time. Whether the new Group will succeed in this remains to be seen : : LUO was reluctant to take
the job on, claiming to be no economist.
Communist participation in official bodies

There is an unresolved disagreement within communist circles locally and in Beijing over whether they should field candidates for the new District Boards to be set up next spring. One school of thought sees this as an opportunity for the Party to extend its influence, while the other believes that it should not involve
itself in an activity of this nature promoted by the Hong Kong
Government.
