Communist enthusiasm for using Hong Kong as a bridge to Taiwan through the sporting field (para 19, February 1981 Report) by engineering tournaments in Hong Kong involving teams from both sides appears to have cooled. Although a handball tournament of this nature took place in April, a pro-Taiwan demonstration at an Asian Cup Women's Football Tournament (in which China was not participating) held in Hong Kong in June may have occasioned second thoughts and earlier proposals for setting up basketball, athletics and tabletennis gatherings have not materialised. However, an inter-city bridge tournament took place in Hong Kong in August during the course of which Shanghai played against Taipei. There were no incidents.

To mark the 70th anniversary, the Taiwan authorities and Shaw Bros. (Hong Kong) Ltd. have made a film dealing with the 1911 Revolution and the founding of the Republic of China. The intention is to show it in Hong Kong over the Double Tenth period. It has not yet been seen by the Chief Censor.

Local KMT officials are examining ways in which they can influence the first District Board elections due to be held in the New Territories next spring. (The communist attitude to these elections remains unclear).

The Free China Relief Association, a KMT-backed body, has resumed giving aid to newly arrived immigrants from China, through its organisation at Rennie's Mill. In the past, illegal immigrants have been helped in this way but since these are now relatively few and have to lie low, help has been switched to legal immigrants. About 100/were assisted in June and July.
