The Hong Kong and Macau All Circles Preparatory Committee for the Commemoration of the 70th Anniversary of the 1911 Revolution was formed and a modest programme of activities is being drawn up. The purpose is to propagate the communist view of the 1911 Revolution as an important stage in the Chinese revolutionary process and not a nationalist/Taiwan achievement. The communists are however anxious to avoid provocation of the KMT : some cadres believe that any disorders might counteract the propaganda value of their efforts.

The local KMT has been making careful and co-ordinated preparations since July to celebrate the Double Tenth. This year's celebrations will be on the same pattern as the last few years but on a somewhat more impressive scale both because 1981 is the 70th anniversary of the 1911 Revolution and also because it is the first time the communists are marking the occasion. The KMT was originally determined that its celebrations would overshadow those of its rivals. However, the leadership in Hong Kong has again stressed that all events and the display of emblems must be lawful and the peace must be kept. Special instructions have been given to ensure that communists do not disrupt KMT dinners, while there is some anxiety that the communists might engineer an incident in an attempt to oblige the Government to curb KMT activities generally. (Local KMT officials suspect that the recent refusal of the Censor to approve a Taiwan produced film (para 18, July 1981 Report) was prompted by communist pressure.) However they have no real evidence of communist plans to exploit the occasion in this way and their fear probably springs from traditional anxieties and the communists' decision to celebrate.
