LIC HONG KONG: REPORT FOR JUNE 1981
1. I am writing under my Departmental security officer hat to tell you that a copy of the above report has gone astray within the FCO, though not, I hasten to add, within this Department. Security Department have been unable to track it down.
2.
As things are, two copies of the LIC come to the FCO bag room, no 2 for this Department, and no 1 which is passed on to the Cabinet Office. It is the latter copy which was not received, though it is recorded as arriving in the bag room. It was addressed, according to the record, to JIC, FCO rather than JIC, Cabinet Office.
2.
This aberration in the addressing of the envelope, though it is no excuse for mislaying it, may account for its disappearance. Subsequent reports have, I am assured, been received by the Cabinet Office correctly addressed.
