Illegal immigration remains at about the same relatively low level which has obtained over the last 12 months. A total of 575 illegal immigrants were arrested on arrival during November, a daily average of 19. In October the figures were 533 and 17 respectively. A somewhat disturbing development which first became apparent in mid October has been the smuggling of children from China. The children are mostly those of parents who themselves left China illegally in 1979 and 1980 and, having reached base, were allowed to stay. The parents have since paid substantial sums to illegal syndicates to smuggle their children in, mainly by sea. Counter-measures are being taken to halt this traffic.

During the month 93 refugees arrived in 4 groups. None was picked up at sea nor did any arrive from China.

Minor trouble continued during November at the Jubilee Reception Centre, where there had been some disorder

in late October. This occurred despite the removal to other

camps of about a thousand refugees who had been unruly in

October. There appear to be no political or racial overtones : those responsible are mainly young men irked by the restrictions of a closed camp.
