HOUSE OF LORDS DEBATE: HONG KONG : 24 FEBRUARY

The Lord Brockway has put down the following Unstarred Question for answer on Tuesday 24 February:

To ask Her Majesty's Government whether they will appoint a Royal Commission to survey the unique social and political problems of Hong Kong and to make recommendations regarding its future.

An Unstarred Question takes the form of a short debate (about 2 hours) at the end of the day's proceedings in the Lords. Lord Brockway will introduce his subject, other Peers may speak, and the Government Minister responsible winds up.

3. I should be grateful if the Private Office would indicate whether the Secretary of State or Lord Trefgarne will handle this debate. (Lord Brockway has made it known to the Whips Office that he hopes the Secretary of State will respond!)

4. The Secretary of State (or Lord Trefgarne) will accordingly require a draft winding-up speech (about 15 minutes worth), notes for supplementaries for incorporation into his speech in answer to points raised by noble Lords during the debate, and appropriate background material. The complete brief should reach the Parliamentary Unit via PS/Mr Blaker by 3 pm on Friday 20 February. Two further copies (of the covering submission, draft speech and notes for supplementaries only) should be sent at the same time direct to the Parliamentary Unit.

5. Official support will be required in the box throughout the debate. Details can be settled nearer the time.
