4. On 6th January, 1981 a draft White Paper, incorporating views expressed, was presented to the Hong Kong Executive Council. The White Paper carries essentially the same proposals but one or two more significant changes relate
to:

A directly elected element to be provided for Urban District Boards;
Residence qualification for franchise to be increased to 7 years; and
Election timetable to be revised to
March 82
for NT Boards on 3 year term
Sept. 82 for Urban Boards on 2 year term

March 83 for Urban Council on extended
franchise and new constituencies.
The White Paper was published in Hong Kong on 14th January, 1981 and put to Legislative Council on 21st January.
