Labour:

1.

A total of 42 ILO conventions have been applied to

Hong Kong. Improved declarations were registered by the

International Labour Office in respect of five conventions

last year.

In 1981, Hong Kong is hoping 12 improvements

on 11 conventions. Hong Kong's ILO record compares favourably

with other countries in the region. The position of other countries are Japan (36), Singapore (21), The Philipphines (19), Malaysia (11), Thailand (11), Indonesia (8).

2. A recent study of labour legislation in neighbouring

Asian countries except Japan indicates that Hong Kong compares

favourably with them. Moreover, if the law enforcement aspect were taken into account, it is believed Hong Kong would probably lead the field in a number of areas.

3. In the last two years, the legislative programme has

included:

rectifying the deficiencies of the provisions of the Employment Ordinance concerning paid

annual leave;

widening the coverage of the Employment Ordinance

to include non-manual workers earning up to

$3,500 per month;

introducing a minimum age of employment in all

sectors;

regulating the part-time employment of children

in non-industrial work.

a general overhaul of the Workmen's Compensation

Ordinance, including increased benefits;

a compensation scheme for workers suffering

from the occupational 'disease of penumoconiosis (silicosis and asbestosis);
