Home Secretary.
21. Hong Kong's most important demand is for provision to be made
in the Bill for Civil Servants and Unofficials to be able to be
naturalised as British Subjects. Ministers have agreed that this
should be discussed between officials. The first meeting is
to be on 24 February.
