too general an approach which in its turn might merely

lead to the sort of broad reassurances which we have had
in the past. One point is clear. We would need to get
our views in as near the top of the Chinese leadership
as possible and quickly. It would be helpful to know
Percy's thoughts on how this might best be achieved,
ie through the Ambassador dealing with the MFA or
possibly by a Ministerial approach to the Chinese in
London.
