I spent the earlier part of this week in Peking. This was designed both as a way of having a final run over current concerns with the Embassy and in order to provide an excuse for taking leave informally of those in the MFA who deal with our affairs. I thought the present state of our relations justified this courtesy. I also took the opportunity to introduce my two sons to the surviving delights of Peking and its surroundings.

The Embassy had told Song Zhiguang (Assistant to the Foreign Minister) that I was coming and asked for a call. Instead he offered dinner to me and my whole family at the Diaoyutai State Guest House. Atkinson very kindly gave a return dinner for Song the following night. Also present on both occasions was Wang Benzou, the Head of West European Department.

Michael
The atmosphere at both dinners was very friendly. I had the impression, which I think Michael Atkinson shared, that Song, in his choice of eating place and general manner, wanted to demonstrate that relations with Hong Kong were satisfactorily improved. Somewhat to my surprise he did not raise any of the current niggles about KMT activities or transit arrangements.

As you will see from the brief notes of conversation I am attaching, Song raised briefly the subject of 1997. I thought it right to respond on the lines recorded, saying there was a problem which was growing and would become serious, but not to press him
