In substance, Liao appears to have spoken on much the same lines as he did to the Governor in June 1980 (see the Governor's letter to Robin McLaren of 8 July 1980). It is interesting, however, that he should have spoken in such detail to Louis Cha and that the latter should have respected his confidence. Louis Cha is a long-time newspaper man. But he is also both thoughtful and discreet.
