Future Action
17. If Ministers agree, the OD paper should be put to
Cabinet colleagues as soon as possible in order to obtain
general agreement on tactics before the Lord Privy Seal's
visit. Since the Prime Minister's visit is a key feature,
it would be best if the Secretary of State first wrote to
Mrs Thatcher explaining what he has in mind.
