FUTURE OF HONG KONG

At the meeting with Sir P Cradock on 13 November it was agreed that we would prepare a re-draft of a submission on this subject. This is attached. In addition, there are new versions of a draft paper for possible submission to OD and of a letter to the Prime Minister. The main 'contingency paper' is also attached, unchanged.
2.
The draft OD paper has been telegraphed to Hong Kong and Peking with a covering telegram explaining our ideas on how the matter should be submitted and asking for comments by 24 November.
I am sending copies of these papers, care of the PUS's Office, for Sir E Youde.
