DRAFT OD PAPER

Plas 2014

In order to avoid giving the impression that the Chinese leadership favour the continuation of the status quo exactly as it is now, beyond 1997, I suggest re-wording the second sentence as follows:

tt

probably favour an arrangement which for practical purposes would ensure continuation of present conditions, although they may demand that this should be accompanied by British recognition of Chinese

sovereignty over Hong Kong; the Chinese are unwilling to make any hasty move
