I have been asked to thank you for your letter of 11 November to the Foreign and Commonwealth Secretary on the future of Hong Kong. Lord Carrington is grateful to have the Reform Club's views on the question, which will be carefully studied. A copy of your paper has been seen by the Prime Minister.
I should perhaps make clear that (as I am sure Mr Sherman would be the first to emphasise) the views expressed by Mr Sherman were his own and did not represent ''a semi-official opinion or direction by the British Government to the Hong Kong people''.
