Lord Carrington is grateful to have the Reform Club's views on the question, which will be carefully studied. A copy of your paper has been seen by the Prime Minister.

I should perhaps make clear that (as I am sure Mr Sherman would be the first to emphasise) the views expressed by Mr Sherman were his own and did not represent ''a semi-official opinion or direction by the British Government to the Hong Kong people''.
