techniques than used at present. The development of these techniques could have appreciable benefits in meeting housing needs elsewhere in Hong Kong.

(d) The scale of the housing

programme must take account

of other economic and social

priorities. Housing development at Tin Shui Wai

may have to be at the expense of housing development else- where. However, some addition- al provision would provide a buffer against slippage.

(e) Heavy capital expenditures

by Government would still be incurred, particularly for resumptions and external

infrastructure.

(f) This assumption is not based

on any detailed comparative economic assessments, Studies

on opportunities for new development and reclamations

in the urban areas are now

proceeding.

(g) The possibilities in this direction are recognised.

However, the efficiency of the construction industry is already at a relatively high level.
