The location of the town centre and local service centres would be shown. The report would describe the basis on which the town has been structured and the relationship between centres determined.

Planning and design standards, particularly for housing and commercial densities, would be described in the form of development briefs for each main land use. These would summarise the principles on which the plan has been prepared and indicate the planning and design criteria to be followed as development takes place.

All movement networks and modes would be described for pedestrians and vehicles. Special consideration would be given to internal movements within the central areas of the town where traditionally the greatest conflicts occur. Re- commendations on traffic management policy, car and ferry parking and public transport and predestrian movement would be included both on maps and in the report.

Total and phased demands on utility services would be quanti- fied and distribution networks prepared for the town. The location of headworks, maintenance and plant areas and other facilities would be identified.

The development plan would be phased in accordance with the land preparation studies. At each stage capital cost estimates would be assessed and a capital investment programme prepared.

The first phase development area would be identified and priority programmes for implementation described. Planning guidelines and briefs for detailed plans and action area studies would be presented. These would include proposals for first phase land reclamation, utilities, transport, landscaping and urban development studies to follow the Master Plan.
