Each concept and development option would be evaluated from a physical, social and economic standpoint. Bread cost estimates would be made on the basis of a comparative analysis between different options.
The community structure of the new town would be considered in relation to phased land preparation and infrastructure. provision. The object will be to ensure that at each stage of the development there is a balanced and integrated urban community provided with the correct amount of support facilities. The likely impact of one development phase on another would also be examined to avoid intrusion and dis- turbance from construction work and traffic.
Stage Three Urban Development and Master Plan
The final stage, which will be completed by the end of November, will comprise the preparation of a detailed Master Plan for development.
During this stage of the study a draft land use and trans- portation plan would be prepared for comments. It would reflect the results of all the studies and provide the basis for the Urban Development Plan and Master Plan.
The Master Plan would be expressed in an appropriate visual form by a series of maps and drawings and be accompanied by a report outlining the policies to be followed in implement- ing the plan.

Minor land uses would be shown by symbols or additional dia- grams since it is likely that their location would result from the distribution of population. They would include primary schools, community facilities, cultural and entertainment facilities.
