2. I recommend that the Secretary of State reply to Sir Y K on the
lines of the attached draft. I also attach a draft covering letter
from PS to the Governor of Hong Kong. FED agree.

Sir Y K called on the Secretary of State for a half-hour discussion
in Hong Kong on 30 March, during which he spoke about the importance HICK 02012 (62A
for confidence in Hong Kong of the sound working relationship the
territory now enjoys with China. The poem quoted by Sir Y K, while it
would be a mistake to make too much of it, aptly illustrates the point.
