2. The Governor's remarks on changing British law to coincide

'with what Deng had said' (paragraph 9 of the record) were phrased so as to fit in with Chinese attitudes to the problem. What he meant was an amendment to the 1898 Order in Council deleting the termination date for British administration. This would accord with the Chinese view that all would be settled 'when the time is ripe', and is no more than we have said all along.

I consulted Mr Rushford on what form the change could take, and he has provided the attached opinion. I find his suggestion in paragraph 10(b) appealing it would fit in with the Chinese position that there is one Hong Kong problem, not two. I think it would need to be cleared with the Chinese first.
