Thank you for sending, with your letter of
6 May, a revised paragraph for the draft annex on Macau.

I agree that we ought to include a reference to what Song said to Reuters. But I do not think we should take a second-hand account from such a source as the whole story. At the least, Song was probably putting a Chinese gloss on what occurred. We do not have the Portuguese version. Consequently, in my view, precisely what was agreed remains obscure. I suggest that we add Song's remarks to the existing draft paragraph, shortened, if you prefer.
