1.

Sir Y K Pao, Chairman of World Wide Shipping, wrote two letters

recently to Lord Carrington on 5 May, enclosing a full translation

of a poem entitled 'Hong Kong' from the Peking People's Daily, and on

15 May, enclosing a copy of his speech to the Hong Kong Foreign

Correspondents' Club.

Recommendation

2. I recommend that the Secretary of State reply to Sir Y K on the

lines of the attached draft. I also attach a covering letter from PS

to the Private Secretary of the Governor of Hong Kong.

Background

3.

Sir Y K sent a translation of part of the poem to Lord Carrington

on 16 April. Lord Carrington replied on 29 April.

4. Peking have commented on the significance of the poem, which was

published just prior to the Secretary of State's visit to China. They

an attempt to explain to Chinese readers their Government's

apparently contradictory attitudes to Hong Kong, at once a den of

capitalist iniquity and a useful source of wealth for the motherland.

5. In his speech, Sir Y K quoted from the poem in support of his message

of confidence in the future of the Territory.
