Security. Vice-Governor Wang Ning said that he would welcome a meeting on security matters at any time. The CS explained that the Hong Kong group would be led by the PA and would include a member of Security Branch and probably two members of the police.
Vietnamese refugees. Vice-Governor Wang Ning said they were checking out where the 28 people who had come through Ping Sha had originated. Their place of origin had not been Ping Sha. He agreed that they should be returned as quickly as possible.

Confidence. The CS mentioned the importance of confidence to the prosperity of Hong Kong. Governor Liu said that if Shenzhen was seen to be developing well people would have more confidence in Hong Kong. He pointed out that many of the joint projects in Shenzhen were for long periods of time. The CS said that that was good: but Accountants and Lawyers were hard-headed people and would need something more specific if they were to have confidence for the future. Governor Liu did not respond.
