1. We have been passed a copy of a translation of the article on pages 44-45 of the January edition of 'The Seventies' entitled
'A Plan for Solving Hong Kong's Political Future'. Research Department suggested that the editors of 'The Seventies' probably had some kind of political clearance from the Communist authorities before publishing it.
2. This seems to us unlikely but we should be grateful for your views. If you think the article is in any way authoritative we should be grateful for your comments on this.
