HONG KONG: VISIT TO LONDON OF URBAN COUNCILLORS:
SEPTEMBER 1981
Problem
1.
The Chairman and four other members of the Hong Kong Urban Council
have asked to see Mr Blaker during their visit to the UK in September.
Recommendation
2. I recommend that Mr Ridley see them; a provisional appointment
has been made for 11.00 am on 16 September.

3. The Urban Council (Urbco) is the local authority for the urban areas
of Hong Kong, Kowloon and New Kowloon. Its responsibilities cover
public sanitation and recreational facilities. It comprises 12 elected
members and 12 appointed by the Governor. By 1982 there will be partly
elective advisory boards in each district of Hong Kong; at present,
however, the Urban Council is the only public authority that is elector-
ally responsible to Hong Kong voters, and it has been customary for a
Minister of State to agree to meet its members on their visits to London,
particularly when led by the Chairman.
4. The Chairman of the Urban Council, Mr Hilton Cheong-Leen OBE,
succeeded to this office earlier this year. He had been Vice-Chairman
since 1973 and was first elected to the Urban Council in 1957. He is a
company Director and Chairman of the Hong Kong Civic Association.
We will of course provide a brief for the call.
