1. I submit a draft letter from the Private Secretary to Mr Coles at No 10 to amplify the brief which we are sending for this meeting. This is to take account of the personal telegram from the Governor of Hong Kong to Mr Donald (Hong Kong Telegram No 1130):

I do not think we should go into too much detail in retailing what Sir Y K told Sir M MacLehose. This could lead to some confusion with whatever he passes on to Mrs Thatcher. But the Prime Minister should certainly be aware that Sir Y K believes that the Chinese are interested in a closer relation- ship with the UK and that this might affect Hong Kong.
