The Governor believes that only a personal visit to London can

cool the situation. It is, therefore, partly a presentational

exercise, but the Governor will no doubt also wish to discuss with

Ministers the specific amendments to the Bill which Hong Kong are

seeking. However, he also wishes to call on the new Secretary of

State for Trade. The visit will, therefore, be seen not to be devoted

exclusively to the Nationality Bill. The Governor will also see

the Home Secretary and Mr Raison, Mr Blaker, Sir Paul Bryan MP and

officials. A copy of his provisional programme is attached.

7. The Governor will also wish to discuss with the Secretary of

State his forthcoming visit to Hong Kong and Vietnamese refugees.

Briefs will be provided.

8. Sir J Cater, the Chief Secretary, normally acts as Governor

in Sir Murray's absences. He will also be away from Hong Kong from

9 to 13 March on an official visit to Guangdong. Sir Philip Haddon-

Cave, the Financial Secretary and Chief Secretary-designate, will,

therefore, be Acting Governor.
