I understand from Mr Donald that you wish Mr Clift to return from holiday so as to be here on 9 March for the Governor's calls.

I have spoken to the Head of PSD who would be prepared to authorise the refund of any additional travel costs incurred by Mr Clift provided there are good operational grounds for his being called back.

In the circumstances, I think a minute from you would be appropriate and I attach a draft. I have already explained the background to Mr Goulden.

You should also know that Mr Williamson, the Head of Section, postponed his leave and duty visit to Hong Kong at considerable personal inconvenience in order to be in London this week to help prepare for the Governor's visit.
