Secretary of State feels that the Governor must personally
convince the Home Secretary of the need for a further quota.
But the problem of refugees is not immediately pressing and there
could, therefore, be advantage in playing it a little longer in
order to see what progress can be made now on the nationality
front. In any case the Secretary of State has agreed that any
move on additional Vietnamese refugees from Hong Kong should be
postponed until after his return from the Far East where he would
see and discuss the problem on the spot.
