1. The Secretary of State is seeing the Governor of March.

In the FCO, Sir M MacLehose will also see Mr Blaker, the PUS and

Sir E Youde. Calls have been arranged on 11 March on the Home

Secretary and Mr Raison and the Secretary of State for Trade.

He may also see the Secretary of State for Industry. A copy of

the programme is attached.

2. The purpose of the visit is to discuss with the Secretary

of State and Home Office Ministers Hong Kong's deep concern over

the effects on the Territory of the Nationality Bill (Brief No 1).

The Governor has said that he would also like to discuss with the

Secretary of State Vietnamese Refugees (Brief No 2) and Lord

Carrington's visit to the Far East (Brief No 3). I therefore

submit briefs on all three subjects. These should also serve

for Sir M MacLehose's meetings with Mr Blaker and FCO officials.

There is a point of tactics which needs to be mentioned.

The Home Office are reluctant to see any further concessions made

to Hong Kong by way of amendments to the Nationality Bill and much

will depend on how far the Governor can persuade the Home Secretary

that something needs to be done for the Territory.

If Sir M MacLehose

raises, at the same time, the question of a further quota for

Vietnamese refugees, to which the Home Office is also opposed,

there is a risk that Mr Whitelaw will make the link and say that

he is prepared to make a concession on the one, providing Hong Kong

I understand that the gives up its demands on the other.
