LORD PRIVY SEAL'S VISIT TO THE FAR EAST

1. The Lord Privy Seal would like to visit the Far East (Hong Kong, China, Korea, Japan) between 2 and 16 January.

2.

First Mr Blaker, then Mr Ridley had planned to make this trip in November this year. The Lord Privy Seal initially hoped to take on the earlier arrangements, but uncertainty over the Canadian Constitution, and the likelihood that he would be needed in London at that crucial period, led him to postpone the visit. With the Canadian Constitution likely to be problematic in the Commons when the House reassembles after the Christmas recess, he thinks that the best window for him to fulfil this Far Eastern commitment would be immediately after the New Year.

In due course we shall submit in the normal way a draft letter to Number 10. Meanwhile, do you see any objections to these dates from the Secretary of State's own programme?
