LORD PRIVY SEAL'S VISIT TO THE FAR EAST: 2/16 JANUARY 1982
1. We spoke today about the Lord Privy Seal's forthcoming visit to the Far East. He will visit Hong Kong, Peking (and possibly Shanghai), Seoul and Tokyo, not necessarily
in that order.

2. When the LPS travels in Europe he is required, for
I would be security reasons to travel by MOD aircraft. grateful for your advice on whether this remains the case when he travels outside Europe, in particular for this trip. 3. For the visit planned above, use of MOD aircraft at current rates would be very considerably more expensive than the use of commercial flights. The party will probably include the LPS and Mrs Atkins, Mr Donald, myself, possibly two detectives, and, for part of the trip, the Parliamentary Private Secretary Mr Tom Arnold. first class fares for this party would amount, according to very rough calculations by Mr Tolson, to approximately one fifth of the cost of a VC 10. Unless the security advice therefore is overriding, there is clearly an interest in travelling commercial if possible.

4. I am pursuing separately with Detective Inspector Lamb the question of whether the LPS needs to be accompanied by his detectives during this trip.
