INITIATING PAPERS
1. EX(0), of which Lord Bridges is the FCO representative, will meet on 27 November. According to the terms of reference of the Committee, initiating papers drawing attention to the commercial aspects of visits by Cabinet Ministers should be prepared (three months) in advance by the sponsoring Department in consultation with the DOT country division concerned. I attach a copy of an example of such a paper.
2. The Committee Secretariat have asked that the FCO prepare initiating papers as follows:
