particularly the views expressed by the Administrative Officers and Unofficials. These were met by a concession which is contained in what has become section 4(5) of the Act.

4. Para 3 of the Notes is rather hard on the Home Office. FCO also opposed the 'British Nationals' amendment and it was Lord Trefgarne who spoke against it in the Lords at Report (second day ). He highlighted the implications of the amendment vis-a-vis the 4th Protocol to the European Convention on Human Rights.
