LORD PRIVY SEAL'S VISIT TO HONG KONG, 8 - 11 JANUARY 1982-
1. I attach a copy of our draft brief on the Hongkong and Shanghai Bank's bid for the Royal Bank of Scotland. I should be grateful for your comments, and those of Mr Fry, before 15 December if possible.

The PUS has made it clear that he would like Lord Bridges to see any important papers on this subject before they are issued. I should be grateful, therefore, if you would clear the draft with him.
