BRIEF NO 5: NATIONALITY ACT: MEETING WITH GOVERNOR AND OFFICIALS
POINTS TO MAKE
1. Regret HMG not able to meet Hong Kong's wishes on 'British
National' Clause. Would have introduced confusion and would have
been reversed by HMG in Commons. Decision on Gibraltar amendment
could not be made until last minute. No effect on commitment to
Hong Kong, which remains as firm as ever.

How do they
Understand depth of feeling among Unofficials.
feel now? How can we get them to cooperate in avoiding damage to
confidence in Hong Kong? Does Governor agree line in UMELCO brief
(No 17)? Important to stress what has been done for Hong Kong
(Registration, Crown Servants) and role of Governor in pushing
Hong Kong's case.
