(b) Mr Arthur has been issued with an additional air warrant for excess baggage which should cover the various gifts and any excess baggage for the party on the Shanghai-Hong Kong sector.

(c) The insurance of baggage at the expense of EMG is not permissible. In the case of loss of personal effects while travelling or while in receipt of subsistence allowance, compensation may be paid at the discretion of PSD. This would be based on the current cost of replacing the articles, less depreciation or if less, the full cost of repair.

ACCOMMODATION

Details of accommodation arrangements are shown at Appendix IV.

(a)

SECURITY

Mr Arthur will be documented as Special Courier for the round trip. All classified material carried by members of the party must be entered on his waybill. Those concerned are asked to contact Mr TG Partington, Communications Operations Department (tel no 233 5107).

(b) Members of the party are reminded that they should not take FCO passes abroad.

10. GIFTS

Based on the advice given by posts and political departments, gifts are being arranged by Conference and Visits Section (Mr D C Tolson tel no 233 4613), in liaision with the Lord Privy Seal's Office.

11. FINANCE

FCO costs will be charged to the DCS Vote C 3 (2) (e).

(c) Where accommodated by Embassy/Government House officials,members of the delegation will receive one third of the Class A rate of subsistence per night,
