Harnam Grewal has passed your letter of 16th December 1980 to me for consideration.
I have examined your request in depth but am terribly sorry to have to say no. We would normally consider most sympathetically requests from officers posted overseas returning to Hong Kong on a familiarisation visit (cum leave) to provide passage for their wife to accompany them. There are, however, no grounds for providing the passage of children as well. So far we have only made one exception in 1979 in connection with Denis Bray's two youngest children; and this was on compassionate grounds because the two children, aged 9 and 7, were then considered too young to be left behind. I am afraid the same compassionate grounds cannot be applied in your case.
I very much regret I cannot be more helpful but I am sure you will understand the position. I look forward to seeing you and Paula in Hong Kong
soon.
