Mainly regarded as a representative of the Portuguese ethnic group, he is generally popular among both European and Chinese communities and has a fine sense of humour. Not a leader, but he is generally sensible, intelligent and sound in his advice on policy matters. He is a good friend of Mr. A. de 0. Sales, Chairman of the Urban Council and an "old" colleague of members of that Council.
