There have been no notable developments since Mr Clift's
last visit to Hong Kong (his minute of 2 December 1980, attached).
It was at first intended to write to Hong Kong each quarter on
this subject: a first draft was produced, it was however decided
there was insufficient substance in it to make it worthwhile
sending because all matters of any substance were the subject
of current correspondence.
