1. Please refer to your letter CC/7/10 of 19 November 1980 about the above visit. Now that you have seen Harry Batchelor, I should be interested to have your impressions of how the visit went. The Overseas Labour Adviser spoke to Batchelor just before Christmas about his visit. I enclose a copy of Harry Hurst's minute recording the gist of what was said.
2. In your letter of 19 November you commented that ILO Convention No 98 did not purport to cover 'public servants engaged in the administration of the state'. Harry Hurst has explained to us that this formulation is regarded by the ILO as applying only to senior civil servants involved in policy work and would, therefore, hot apply to most civil service grades in Hong Kong, including such people as the dispensers.
A copy of the ILO query on Hong Kong's application of Convention No 98 is being forwarded to the Governor in the usual way.
