Sir Michael Butler is going to Hong Kong shortly to exhibit some of his collection of Ming china. He has asked for a short brief on Hong Kong and the GSP, in case it is raised.
2. I attach a copy of a draft, on which I would welcome your comments and those of HKGD. Can we be more specific about the treatment now given Hong Kong compared with what she received before the introduction of the new scheme?
