This is just a short note to acknowledge both your letter to me of 7 January and the formal letter dated 13 January from the Secretary of State to the Governor seeking our observations on the matters complained about to the I.L.O. by Public Services International.

We are now preparing replies to both these letters and shall do our best to get them off to you within the next fortnight.

3.

The general line we shall probably be taking is that our arrangements for encouraging genuine staff participation in the processes leading to decisions on pay and conditions of service are evolving smoothly along lines "appropriate to national conditions" and have the tacit support of the civil service as a whole and of the community at large.

4.

I should perhaps add, with regard to para. 6 of Harry Hurst's minute, that the dispenser's case is no longer a live issue here and that industrial relations in the civil service are better than for many a year.
