Mr Batchelor started by explaining that he was passing through Hong Kong on his way to Manila to attend an ILO Regional Conference. He took the opportunity of coming to see Mr Rowlands to discuss a few issues on

an informal basis.

Staff unions affiliated to PSI: Co-ordinating Committee

Mr Batchelor advised that a Co-ordinating

Committee comprising representatives of ll staff unions from Hong Kong affiliated to PSI had been in existence for some time.

The Committee met on an ad hoc basis to discuss matters

of common interest. Such informal arrangements had worked satisfactorily in arriving at a common view among these

on certain issues, which they would convey to the Government as a group. He asked if the Government would be willing to regularize the arrangements and give the Committee official recognition so that it could gradually develop into a "staff side" for consultation purposes. Mr Rowlands indicated that he had in fact met with the Co-ordinating Committee in the past and had therefore given it de facto recognition.
