grievance procedures in all departments.
The Standing Commission's recommendations have now been accepted by the Hong Kong Government and steps are in hand to implement them.

In conclusion we wish to reiterate that we are operating within the spirit and principles of Convention 98. In view of Hong Kong's special constitutional position, the Government has decided against the introduction of . negotiation and collective bargaining machinery on the western model in the public service sector, and has instead been developing measures appropriate to Hong Kong's own conditions and political position.
