I agree this is a useful report and that we should not comment further at this stage.
2. The next step is for Hong Kong to reply to my letter of 19 March to Geoffrey Barnes (copied to HKGD) on the subject of the PSI complaint to the ILO concerning alleged infringements of trade union rights in the public sector in Hong Kong.
