Japanese and British views very close on international issues. Japanese may not fully grasp importance of Poland. But they would play a part in Western response to Soviet intervention.
Trade
8. I stressed seriousness of trade imbalance. We needed:
Japanese export restraint; more open Japanese market; collaboration in third markets; Japanese investment in UK; and more technology exchanges. Japanese Ministers replied on standard lines: they were concerned to avoid protectionism in Europe, but suggested the problem largely lay with British industry.
